A fourth-grade boy was pardoned by the governor.

A fourth-grade boy who swiped a hazelnut and a pen during a recent tour of the Oregon state Capitol was pardoned by the governor.

Gov. Kate Brown on Thursday tweeted and photo saying "I think we can forgive Samuel, don't you think, Oregonians? #cutestmailever".

The young boy included the stolen pen and a dollar for the hazelnut he stole. 

In a return letter, Brown said she accepted his apology and forgave him on behalf of all Oregonians.
